Londons West End closed off following gas explosion at citys oldest strip

first_imgStreets in London’s West End were evacuated after a gas or electricity explosion at the city’s oldest strip club.It brought some of the city’s busiest theaters to a standstill shortly before performances were due to begin.Emergency services blocked several roads in Soho, including Shaftesbury Avenue, shortly after the blast in the men’s toilets at the legendary Windmill club at about 5.30pm.Transport for London confirmed that the area, which is extremely popular with tourists and theatre-goers, was closed off due to “a fire and explosion”. Some damage has been caused to the pavement outside the premises, the Metropolitan police said.Pedestrians and motorists have been asked to avoid the area.Iolo Jones, 52, from Reading, said he was just feet away from the explosion. The business manager told MailOnline: “I’d been to a meeting in Soho and was on my way to the tube. It was a bang. I’d guess an electrical explosion.”I was literally two feet from where the paving came up. Gas would have caused a lot more damage. “There was a young woman actually standing in that doorway, but she was unhurt.”There was a bar opposite with people drinking outside but only the young woman and I were very close to the explosion. The doorman cleared people away.” Credit:Shaftesbury Avenue Shaftesbury Avenue Want the best of The Telegraph direct to your email and WhatsApp? Russian NT coach Evgeny Trefilov Handball is subdeveloped sport

← Previous Story WCh in Brasil 2011: World Champion is out – France for the medals! Next Story → WCh in Brasil 2011: Scandinavian Girls in battles for the Final! Interesting short statement after WCh 2011 quater-final match between Russia and France had “always-angry” coach of the Russian National Team, Evgeny Trefilov:– I do not have any impressions of this match. In contrast to other sports handball is sub-developed, as still no technical devices are allowed to help the referees. In “good mood” was French coach, Olivier Krumbholz:– We showed a great defence with a great goalkeeper, I have to congratulate my players for this great victory in this important match.  Concerning this importance I can imagine, how Jewgeny Trefilow is feeling now. In the second half we caused a minimum of mistakes and played 100 per cent and with patience in attack.  Compared to 2003, when we became World Champion, this team of today is much physically stronger.Anna Sen, player Russia:– We played well in defence, but we lost the match in attack. Maybe some players had been tired.Siraba Dembele, player France: We won the game in the defence, as we stopped the Russians – and due to our patience in attack we won this game. read more

Cashstarved state posts surplus

first_img Facebook Twitter: @NeosKosmos Instagram The Greek economy is at its worst point since entering the bailout process over five years ago, as reflected in the data on the execution of the state budget. The result for the first five months may show a surplus, but this is misleading. The budget surplus in Greece does not reflect reality. The shortfall in tax revenues in the year to end-May exceeded 1.7 billion euros, while, apart from salaries and pensions, the state is not paying its obligations within the country, as expenditure was 2.6 billion euros less than that provided for in the budget.Had the government not decided to freeze all payments in a bid to secure cash for the timely payment of salaries and pensions, the primary budget balance would have shown a deficit of 1 billion euros, against the 1.5-billion-euro primary surplus it showed in the January-May period, according to the official data. However, the cash reserves have now run dry, as according to sources there will not even be enough for the payment of salaries and pensions at the end of June unless the social security funds and local authorities contribute their own reserves. The figures released on Thursday by the Finance Ministry showed that tax revenues were lagging 1.74 billion euros in the year to end-May, as in direct tax revenues not a single euro has yet been collected from taxpayers and companies in the form of 2015 income tax.Meanwhile, Alternate Finance Minister Nadia Valavani on Thursday issued a decision extending the deadline for the submission of income tax declarations from June 30 to July 27, with the exception of companies that have to file their statements by July 20.Source: Kathimerinilast_img read more

Intersections on University Avenue, El Cajon Boulevard, 4th Avenue and other roads, many of them downtown, are on the list.“Fixing the Fatal 15 is a major step towards ending senseless traffic fatalities in San Diego,” Ward said. “We need to ensure the safety of our residents by creating safe, walkable communities.”In 2015, Mayor Kevin Faulconer committed to Vision Zero  — a national movement to reduce pedestrian roadway fatalities — with a goal of ending all San Diego traffic deaths by 2025.Plans to improve pedestrian safety could be included in the city’s proposed fiscal year budget to be released Friday.Circulate San Diego recommends a handful of intersection improvements, including painted stripes along crosswalks, as well as additional countdown signals and audible signal prompts. last_img read more

Gun owner groups sue over California age restrictions

first_imgGun owner groups sue over California age restrictions SACRAMENTO, Calif. (AP) — Gun owners’ rights groups are asking a federal judge to overturn a California law raising the age to purchase a rifle or shotgun from 18 to 21.The Calguns Foundation, Firearms Policy Coalition, Firearms Policy Foundation, and Second Amendment Foundation sued Monday in federal court in San Diego. They contend that those over 18 are legally adults and can’t be deprived of their Second Amendment right to bear arms. The higher age limit already applied to handguns, but supporters of last year’s legislation argued that some of the nation’s worst mass shootings have been committed by young adults using rifles. The law by Democratic Sen. Anthony Portantino of the Los Angeles area includes exemptions for young adults who have hunting licenses or are in the military or law enforcement. Pendleton woman 74 fends off attack with warning shot

first_imgPENDLETON, Ore. (AP) — Police say a 74-year-old Pendleton woman fired a warning shot to fend off a man who attacked her with a skateboard.According to police Chief Stuart Roberts, Nancy Ashworth was walking near a skate park when an unleashed dog became aggressive toward her. She used pepper spray to deter the dog, upsetting 23-year-old Justin Doss.Roberts told the East Oregonian that Doss swung his skateboard at Ashworth, striking her in the head. That’s when she pulled out her .38 caliber revolver.A grand jury indicted Doss this week on charges of assault, menacing, disorderly conduct and recklessly endangering another person. The chief says Ashworth has a permit to carry a concealed weapon, and the incident could have been avoided if the dog had been on a leash.last_img read more

Seriously, there is something for everyone this month, and, frankly, I’m a little surprised. From indie favorites like Little Voice and Thirteen, to classic comedies like The Birdcage, you’ve got a plethora of options. If you’re looking for a chill Sunday afternoon you can pair a few ’90s cult comedies like Dazed and Confused with Clerks. Or you can opt for a food theme and pair Julie and Julia with Chocolat. Suspense junkies can revisit the utterly horrifying Fatal Attraction. Looking for something heavy and dramatic? Try The English Patient or The Green Mile. Get into the summer groove with Flashdance and then numb your brain with something silly like Borat. As for Hulu originals, the Catch-22 miniseries finally premieres May 17. George Clooney is executive producing, starring in and directing the series. last_img read more

Even In Special Session House Lawmakers Oppose Vouchers

first_img 00:00 /01:07 PexelsGov. Greg Abbott and other top Republicans want to create vouchers, to help families with special needs kids pay for private school.During the special session, Gov. Greg Abbott wants to approve letting families use public tax dollars to subsidize private school tuition for children with special needs. They’re often called “vouchers” and key Republican leaders in the Senate have endorsed the idea. But another Republican leader has said no way.“We voted six times during the regular session. You know,  Lt. Governor (Dan Patrick) asked for a vote, he got a vote. We’ve talked about this on numerous occasions. I don’t know what else we can do,” said state Rep. Dan Huberty, R- Humble, who chairs the House public education committee.Huberty said that he’d rather give traditional public schools more ways to support children with disabilities. For example, Huberty, who has a son with severe dyslexia, pitched an idea to have public schools start pilot programs to better meet the needs of kids with autism.“Let me tell you something as a parent, OK. We do not want to create schools that are segregated for our special education population. What we want to do is create opportunities for our children to be successful,” he said.Instead of vouchers, Huberty said that he wants to work something else: reform how Texas pays for public schools. Nintendo Switch Cartridges Taste Terrible But Theres a Reason Why

first_img Trade In Your Nintendo Switch For a Better Battery (With a Catch)Controller Patent Teases SNES Games on Switch Stay on target Let’s be completely honest with each other: we’ve all licked our electronic devices. Don’t pretend that you haven’t. For whatever reason, we can’t seem to help ourselves from giving any new electronic we buy a quick taste. With that said, you’re going to want to keep Nintendo Switch cartridges as far away from your mouth as possible. Unlike most electronics, these small SD cards have a repulsive taste. However, there is a good reason for it.Nintendo sent a statement to The Verge (who conducted its own taste test) to explain the god-awful taste of Nintendo Switch cartridges. It turns out that it was a deliberate move on Nintendo’s part.“To avoid the possibility of accidental ingestion, keep the game card away from young children,” said Nintendo. “A bittering agent (Denatonium Benzoate) has also been applied to the game card. This bittering agent is non-toxic.”IGN’s Alanah Pearce also confirmed that the taste was by design… and that it is vile.Okay, so, turns out Nintendo Switch cartridges taste awful so kids won’t eat them. I, uh, just licked one and can confirm: TASTES BAD MAN.— Alanah Pearce (@Charalanahzard) March 1, 2017As crazy as this all sounds, it makes perfect sense. Nintendo has always made its consoles, accessories, and games kid-friendly. It stands to reason that they would want to keep small children (and curious adults) from choking to death on the tiny Switch cartridges. That would make for some pretty awful press, after all.Does the Nintendo Switch itself have this same horrible taste? I should be getting my system tomorrow when it launches. I’ll gladly take one for the team and give it a taste to see what happens. I’ll make sure to do it before breakfast just in case it has a disgusting taste. I sure hope it doesn’t because the console does look good enough to lick. Don’t judge me.Want to learn more? Here’s everything you need to know about the Nintendo Switch.last_img read more

Some Metastatic Melanoma Patients Benefit from Immunotherapy Radiotherapy Combination

first_img News | Pediatric Imaging | August 14, 2019 Ultrasound Guidance Improves First-attempt Success in IV Access in Children August 14, 2019 – Children’s veins read more October 19, 2015 — Immunotherapy combined with palliative radiation therapy (RT) for a subset of patients with metastatic melanoma reduces the growth and spread of the cancer, according to research presented at the American Society for Radiation Oncology’s (ASTRO’s) 57th annual meeting.Although melanoma is not the most common type of skin cancer, it is the most serious type. Stage IV melanoma indicates the cancer has metastasized and spread through lymph nodes to distant sites in the body and/or to the body’s organs. The liver, lungs, bones and brain are areas most frequently affected by these metastatic lesions. Immunotherapy—the use of medicines to stimulate a patient’s own immune system to recognize and destroy cancer cells more effectively—can be combined with other cancer therapies to aid in the treatment of stage IV melanoma. Ipilimumab is an immunotherapy approved for use in melanoma patients. This phase II clinical trial is one of the first prospective clinical trials to report results from the treatment of metastatic melanoma with the combination of RT and systemic immunotherapy. In this study, 20 patients with stage IV melanoma were treated with palliative RT and intravenous ipilimumab (3mg/kg) every three weeks, for a total of four treatment cycles. RT was initiated to one or two sites of metastatic melanoma within five days of the initial immunotherapy treatment. All patients had at least one nonirradiated (untreated) site of metastasis that could be used for assessment of response to therapy.Patients had blood drawn during and after treatment to determine if there was evidence of an immune response developing in reponse to the therapy. Baseline tumor imaging studies were completed prior to treatment, and follow-up assessments were completed two to four weeks following the fourth dose of immunotherapy, and every three months until disease progression was detected. Response Evaluation Criteria in Solid Tumors (RECIST) and Immune Response Criteria (IRC) guidelines were used to score responses based on tumor measurements. At a median follow-up of 38 weeks, 11 patients (55 percent) had an initial response to therapy—including complete and partial responses, as well as stable disease (SD), meaning the cancer had not grown or spread. A complete response (CR) means all signs of the cancer have disappeared. A partial response (PR) indicates the cancer responded to treatment but did not disappear. Of the 11 patients who responded to the immunotherapy, one patient (9.1 percent) had an ongoing systemic CR to the combination therapy at a median follow-up of 39 weeks. Three patients had a PR to therapy for a median of 38 weeks (range 26-52 weeks), and five patients had SD as best response for a median of 36 weeks (range 26-76 weeks). The nine other patients had progressive disease as defined by RECIST on the first treatment scan.Additionally, an analysis of blood markers in a subset of patients identified immune markers that appeared to correlate with responses. This initial data suggests that immune response markers in the peripheral blood may have promise to help to distinguish responders from nonresponders in the future, for purposes of facilitating better patient selection for treatment and early detection of potentially meaningful immune responses to therapy.“We were impressed that half of the patients appeared to have benefited from this combination therapy, many with durable responses to therapy,” said Susan Hiniker, M.D., lead author of the study and instructor in the Department of Radiation Oncology at Stanford University School of Medicine. “Current data shows that three patients have had an ongoing complete response to therapy, which suggests that the combination of immunotherapy plus radiation can be extremely effective in a subset of patients. Our results suggest that local radiation therapy can be safely and effectively combined as a component of in situ tumor vaccine strategies with the new potent class of immunotherapy drugs that are revolutionizing the treatment of metastatic melanoma and other difficult-to-treat cancers. These data also suggest that radiation may potentiate the effects of this new class of immune-targeting medication and support the design of larger trials to further investigate potential synergy between radiotherapy and immunotherapy in the treatment of cancer.”For more information: www.astro.org FacebookTwitterLinkedInPrint分享 Related Content News | Radiation Therapy | August 16, 2019 Drug Accelerates Blood System’s Recovery After Radiation, Chemotherapy A drug developed by UCLA physician-scientists and chemists speeds up the regeneration of mouse and human blood stem… read more Images of regions of interest (colored lines) in the white matter skeleton representation. So how do you stand out in a field with 101 similar-to-identical competitors? We looked at brand awareness and listener penetration from a 2014 Edison Research study to determine which services are on consumers minds.and which arent Well count down the top 10 services based on consumer awareness and comment on the strengths and weaknesses for each For a comparison of the specific features and pricing for 13 of the most popular services see the earlier TIME story here To research all 102 services we reviewed visit the music streaming topic on FindTheBest Note: YouTube VEVO (music videos) and SoundCloud (a social sound creation and sharing platform) each boast over 200 million users but none are strictly music streaming services so you wont see them in this countdown 10 Lastfm Awareness: 8% (poor) Listening percentage*: Below 2% (very poor) *”Listening percentage” is the percentage of people polled who have actually listened to the service Type: Hybrid on-demand and radio service The gist: More of a community than a standalone service Lastfm lets you build a profile based on your musical tastes then helps you find new music tailored to your preferences Whats working: Integration with other services Over the past six months Lastfm has integrated with Spotify YouTube and VEVO resulting in tons of new content and a giant catalog of tracks Whats not: Awareness and penetration Lastfm started in 2002 back when social profile-based sites were still the hottest thing on the Internet Today people want plug-and-play solutions that suggest great tracks instantaneously not (yet another) online community that takes weeks of ramp-up to really work Fewer than 1 in 10 people know the site exists and fewer than 1 in 20 have actually bothered to try it 9 TuneIn Radio Awareness: 10% (poor) Listening percentage: 2% (poor) Type: Radio The gist: TuneIn Radio provides a massive online database of radio stations and podcasts going well beyond music into sports news and talk By our estimates its also got one of the highest user bases on our listwith 50 million users it ranks #5 out of the 102 services we reviewed Whats working: Number of users Due to a massive selection (100000+) of stations TuneIn Radio has plenty of customers Whats not: Precise music selection TuneIn Radio has more stations than you can ever listen to but it lacks the smart custom-style stations popularized by Pandora With TuneIn youre less likely to find the perfect station and more likely to bounce around 8 Radiocom Awareness: 14% (somewhat poor) Listening percentage: Below 2% (very poor) Type: Radio The gist: Similar to TuneIn Radiocom offers a variety of radio shows spanning from talk to sports to music Whats working: A simple memorable brand Even though 14% awareness isnt all that good its amazing that Radiocom even scores that high given its comparatively small penetration numbers Competitor TuneIn Radio has more overall users but people are actually slightly more likely to recall Radiocom when polled Whats not: A unique offering Radiocom lacks a killer feature or particularly memorable interface preventing the service from ascending in the ranks 7 Slacker Awareness: 14% (somewhat poor) Listening percentage: 2% (poor) Type: Radio The gist: Slacker is a lesser-known more fully-featured alternative to Pandora By our estimates it has 13x the songs of Pandora but only a fifth the subscribers There are three pricing tiers (free $4/month $10/month) with the priciest option being the most compelling given the sheer number of features Whats working: Features Slacker Premium Radio offers unlimited skips offline listening custom playlists and crucially the ability to replay songs something Pandoras music contracts simply wont allow Whats not: Pricing Slackers big edge over Pandora is features but you have to pay $10/month to get the ones that really set Slacker apart Most consumers wont be willing to shell out the extra cash even if theyd be getting their moneys worth 6 Google Play Music Awareness: 24% (decent) Listening percentage: 3% (poor) Type: On-demand The gist: Google Play Music is Googles alternative to Spotify (on-demand listening $10/month) with 18 million available tracks Whats working: Android integration Google Play Music fills a music void for Android the way iTunes supports music on iOS devices For Android users Google Play Music is a natural and readily available service Whats not: Awareness The awareness numbers are actually somewhat low for a Google product but typical for the company it’s done little to promote a lower-priority Google service And you cant really blame it given how razor-thin music streaming profit margins tend to be 5 Spotify Awareness: 28% (good) Listening percentage: 6% (decent) Type: On-demand The gist: The industry darling Spotify is probably the most referenced on-demand music service in the world of tech The company offers a desktop-only ad-supported free service and a $10/month mobile-enabled premium service Whats working: Branding In 2011 Spotify launched in the US to much fanfare and positive pressAmericans finally had the chance to try the popular European music service Spotify has remained in the news off and on since then and today more than one in three people will recognize the brand Whats not: Non-premium mobile options Without a premium subscription Spotifys mobile offering becomes a less-capable version of Pandora cycling through songs radio-style instead of providing on-demand selection For mobile-users the (pricey) Spotify Premium is a must 4 Rhapsody Awareness: 40% (great) Listening percentage: 2% (poor) Type: Hybrid radio and on-demand service The gist: An industry veteran Rhapsodys been in and out of the music press for years (most notably as part of a 2011 merger with Napster) Its "unRadio" offering however is brand new a nifty little service announced this past June in partnership with T-Mobile At a cost of just $5/month unRadio customers can listen to Pandora-style radio stations but with no ads and unlimited skips Whats working: Awareness Rhapsodys been around long enough to garner an impressive 40% brand awareness an advantage thats particularly helpful when it comes to rolling out new services like unRadio Whats not: Actual use Just 2% of people have actually listened to Rhapsody a fairly dismal figure next to its strong awareness numbers The T-Mobile partnership however has the potential to shake out a few more users 3 iTunes Radio + iTunes Match Awareness: 47% (great) Listening percentage: 8% (decent) Type: Hybrid radio and on-demand service The gist: Apples music radio service is a carbon-copy of Pandora with similar features (smart stations) and annoyances (limited skips ads) Meanwhile the iTunes Match service ($25/year) lets you turn all that music you stole into legitimate cloud-based versions stored in Apples servers Once youve matched your library you can play those songs from anywhere on any Apple device Whats working: The iTunes brand Say what you will about iTunes (ex: clunky out-of-date) people know the name and thats a built-in advantage for Apple Whats not: Apples innovative spirit Apples iTunes Radio is thoroughly reactivea nervous response to the success of Spotify and Pandora The Beats acquisition might keep the company out of real trouble but for the time-being it’s playing catch-up 2 iHeart Radio Awareness: 48% (great) Listening percentage: 9% (decent) Type: Radio The gist: Combines Pandora-style genre-based radio stations with actual live radio stations Whats working: Users and awareness With 48 million users and 48% awareness iHeart Radio is the fifth most-used and second best-known music streaming service in the industry Whats not: Focus iHeart Radio attracts a wide variety of users through its giant selection of custom and live radio stations but it doesnt have the immediate tangible selling points of an app like Spotify (ex: find any song) or the attractive simplicity of a service like Pandora (ex: type in a genre and sit back) 1 Pandora Awareness: 70% (excellent) Listening percentage: 31% (great) Type: Radio The gist: The classic online radio service Pandora lets you type in a genre album song or artist then plays a selection of songs it predicts you will like Pandora is proud enough of its music-matching system that the technology has its own fancy name: the Music Genome Project Whats working: Despite the recent influx of competition Pandora remains by the far the most recognized and used service with over 75 million users and brand awareness at a remarkable seven out of ten The radio concept itself couldnt be simpler but Pandora has had 14 years to build its brand and hone its matching-system which gives the company a huge advantage over competitors Whats not: Number of songs Pandora has far fewer songs (~1 million) than most of its rivals a discrepancy that could sneak up on it as the other services get better For the time being Pandora can ride its strong brand but eventually the best products have a tendency to win out This article was written for TIME by Ben Taylor of FindTheBest Contact us at editors@timecomIDEAS Jason Cone is executive director of Doctors Without Borders—USA On April 27 a series of airstrikes hit Al Quds hospital in the embattled Syrian city of Aleppo killing upwards of 50 people including at least 29 women and children and wounding scores more The hospitalits emergency room its intensive care unit its operating theater all of itwas destroyed Doctors were among the dead as well including one of the very few if not the last pediatrician in Aleppo Doctors Without Borders/Médecins Sans Frontières (MSF) supported Al Quds hospital with supplies and funding to help its remarkably brave staff assist patients The bombing was shocking news But like a painfully recurring nightmare it was not surprising There have been far too many of these attacks in recent years in far too many places It seems obvious enough that people even people at war should not attack hospitals and kill medical workers and patients And yet in Syria Yemen Afghanistan South Sudan and elsewhere it happens over and over againa man-made and eminently avoidable epidemic of death and destruction Surveying just 11 countries the International Committee of Red Cross documented 2400 attacks on health workers patients medical facilities and medical transports between 2012 and 2014 In 2015 hospitals MSF ran or supported in Syria were targeted 94 times often by "double tap" attacks in which a second wave of strikes aim to kill first responders to initial salvos In Yemen three MSF-managed or supported health facilities were bombed over the past six months Hospitals and clinics in South Sudan have been attacked and pillagedand staff and patients killedon numerous occasions over the past three years And last October an American AC-130 gunship repeatedly fired on MSFs trauma center in Kunduz killing 42 wounding many more and destroying the only facility of its kind in northern Afghanistan Read more: Hospitals and Medical Personnel Are Under Attack in Yemens War MSF projects have been robbed and looted and staff have been assaulted and harassed in places such as Central African Republic Ukraine Myanmar Democratic Republic of Congo Lebanon and Honduras as well And other organizations have their own catalogs of incidentswith local health workers bearing the brunt in almost every case The tolls are never limited to the immediate casualties either The loss of health services at the precise moment care is most needed means that expectant mothers die in child birth children go unvaccinated or perish from treatable diseases like malaria or diarrhea and others lose all access to the treatments they require to survive It is offensive that we have to keep saying this but not only are attacks on medical facilities and personnel completely outrageous and profoundly immoral they are also grave breaches of the laws of war and international humanitarian law Hospitals staff and patients enjoy protected status even in conflict They lose this status only if the grounds are actively used to wage war which was not the case in any of the incidents listed above These were facilities that treated the people who needed treatment as medical ethics dictate Yes this includes wounded combatants too because wounded combatants who lay down their arms when they seek care are no longer considered combatants That is why we have strict "no weapons" policies at all our facilities This why American military medics treat "enemy" fighters on the battle fieldthey too are duty bound to care for the wounded based on health status alone To deny care or discriminate against patients because of their beliefs or affiliations is itself a war crime And on a practical level if we treated one group but not another we could never claim to be independent and impartialand we would then never be able to work across frontlines to provide emergency and often lifesaving medical services to hundreds of thousands if not millions of civilians in conflict zones Last Friday the US released its report into its bombing of MSFs trauma center in Kunduz The investigation was neither independent nor sufficient in terms of the accountability imposed for the deaths of our staff and patients; its absurd to expect objectivity when perpetrators investigate themselves after all And it was launched because the target was a well-known international humanitarian group and not a group of anonymous villagers in the hinterlands of some faraway country That said however few other nations or non-state groups go even this far to account for attacks on health care Many just write off incidents as "collateral damage" or "the fog of war" Some ignore international humanitarian law altogether reserving the right to attack whomever and whenever they want Or they say they didnt mean to hit a hospital even though negligence or recklessness leading to strikes on medical facilities can also meet legal definitions of a war crime These dynamics are particularly complex today when multinational coalitions are fighting in Afghanistan Syria Yemen and elsewhere their members all hewing to their own rules of engagement and interpretations of the laws of war The result is an environment wherein bombing medical facilities seems like some shockingly perverse new normal in times of war This must change The UN Security Council has an important opportunity to make a statement this week Although its ridiculous that its come to this a resolution before the Council offers member states the chance to reaffirm their commitments to the protected status of medical facilities staff and patients The nations of the worldand the permanent Security Council members in particularmust back this resolution without reservation or qualification Actually they must do more than just vote for it They need to make sure the resolution recognizes that a sick or wounded individual even a combatant has the prerogative to seek and receive care in conflicts It must call on all warring factionsstate and non-state forces aliketo uphold their obligations toward civilians and the medical mission as dictated by international law This means that the medical act cannot be criminalized that medical facilities and staff enjoy protected status and will not be interfered with instrumentalized or targeted when they lawfully provide health services Governments and militaries should enshrine these principles in their national laws and codes of conduct Whats more attacks need to be catalogued their frequency and perpetrators recorded And crucially there must be real and consistent repercussions for those who destroy medical facilities and kill those inside Perpetrators cannot be the sole adjudicators of these crimes Transgressors must be held accountable their actions investigated by an independent body empowered to report its findings at the highest levels Most of this is already law But given the serial nature of attacks on medical facilities today states must explicitly assert that they will tolerate it no more They must no longer condone acts that deprive medical care to populations in need And they must demand an end to craven tacticsand outright war crimesthat kill both in an instant and in the days that follow when no one is there to respond to the medical emergencies inevitably arise Protecting the wounded and sick and those who care for them is the last front line for humanity in the otherwise inhumane and brutal reality of war A strong Security Council resolution is an important statement for humanity and the rule of law But without action the words will be meaningless Contact us at editors@timecom
