Sir Mo Farah has announced he will play for England in this year’s eagerly anticipated Soccer Aid for UNICEF match on ITV.Set to take centre stage at Old Trafford on Sunday 10th June, four-time Olympic champion Sir Mo Farah will play for his home nation and be on the opposing side of his good friend, and fellow Olympian, Usain Bolt. Rumours of when Mo and Usain would go “head-to-head” have been rife ever since the pair, who are close friends both took part in their final major T&F championships towards the end of last year.Sir Mo Farah, England said: “When I got the call from Robbie to play for the England side at the Soccer Aid for Unicef match, I immediately said yes! Humane Society expects more calls
The Simcoe & District Humane Society occasionally investigates animal abuse and neglect cases in partnership with the Norfolk OPP.If push comes to shove on the question of animal welfare, the executive director of the local humane society says this will be the model going forward now that the Ontario Society for the Prevention of Cruelty to Animals says it is getting out of investigations and enforcement.“That’s what we’ve been doing all along when OSPCA agents are unavailable,” Cathie Hosken of Vittoria said Wednesday.“That is nothing new. I do believe the local call volume will escalate and people will panic. But I don’t believe the province will leave us in a negative situation. I hope they will act before it comes to that.”The role of the OSPCA has been in flux since last fall when the animal welfare organization announced it would no longer investigate complaints involving horses and other farm animals.The agency suffered another setback in January when a Superior Court judge ruled that a private charity with no civilian oversight could not conduct criminal investigations in Ontario.This ruling and ongoing funding issues prompted the OSPCA to announce this week that it will suspend enforcement activity April 1. In a news release, OSPCA has invited the province to enter into negotiations that could extend the current working relationship till June 28.“Enforcement is the responsibility of government, one that we can confidently support by offering animal protection services to enforcement agencies,” OSPCA CEO Kate MacDonald said Tuesday in a news release.“Being an outside agency, we have been woefully under-resourced to provide enforcement. We have struggled to meet the need and have struggled with both officer safety and – at time – conflicts with our charitable mission. It simply is not in the interests of animals or this charity to continue along the same path.”The OSPCA has a 146-year history in Ontario. It has operated under its current mandate since the passage of the Ontario SPCA Act in 1919. The agency says enforcement accounts for about 20 per cent of its activity.Cracks in the OSPCA edifice became public in December when spontaneous protests erupted outside a hobby farm in Townsend Centre east of Waterford.A Waterford-area resident circulated photos of three sick horses with comments that the OSPCA was neglecting its responsibilities.One horse was euthanized in a driveway in front of the crowd while the other two were removed to an undisclosed location.The OSPCA gave assurances at the time that it is monitoring the situation. However, the incident in Townsend Centre was the catalyst for the formation of a new animal-welfare group dedicated to strengthening animal welfare laws in Ontario.One of the founders of Animal Welfare Watch Ontario (AWWO) is Brenda Thompson of Whispering Hearts Horse Rescue in Hagersville.“At least this should get the government to act,” Thompson said in response this week to the OSPCA announcement.“We’ve been telling them for some time that the OSPCA had lost its way. The court decision that said OSPCA’s enforcement authority is unconstitutional should have been a wake-up call but the (Ford) government decided to waste more time and money by appealing that decision. Now, they actually have to pay attention to the fact that Ontario is about to become the only province without animal welfare law enforcement.”AWWO co-founder Michael Zimmerman was responsible for the drafting and oversight of animal welfare laws during his career with the Ontario public service. In the same AWWO news release, Zimmerman said police in Ontario are the default enforcement agencies in the absence of the OSPCA.“Police should not have to take that on though,” Zimmerman says. “They’re busy enough and they generally don’t have the training, equipment or infrastructure to deal with animals.“Handing off animal protection to police is not the solution. South Sudan UN Mission chief urges warring parties to abide by truce
“All sides need to abide by what they agreed to and have their actions on the ground carefully monitored and scrutinized,” said David Shearer, the Secretary-General’s Special Representative and head of the UN peacekeeping mission in the country, known as UNMISS, referring to the Cessation of Hostilities Agreement signed in December 2017.“The intensification of the conflict is having a serious human impact. Hundreds of people are sheltering next to the UN base,” he said. “We saw tukuls (huts) burnt to the ground. We were told that elderly people and children had been killed and medical clinics ransacked.”Mr. Shearer made his comments during a visit to Leer and Dublual in the Unity region to see first-hand the impact of the deteriorating security situation on communities.“I met a little girl who had been shot through her stomach and back. FCCs Pai proposes fix to giving Lifeline subsidies to dead people
The FCC is proposing some “administrative” changes to its Lifeline subsidy program to root out fraud and abuse of the program. SOPA Images Federal Communications Commission Chairman Ajit Pai is looking to root out waste, fraud and abuse in the government’s phone subsidy program for the poor. But he’s not ready to cap the budget on the program just yet. On Monday, Pai’s office began circulating its latest proposal for cleaning up the program, which the government’s General Accounting Office stated in its 2017 report is rife with waste, fraud and abuse. The latest proposed action is what the FCC is calling an “administrative clean-up” but it doesn’t tackle some of the more controversial items on the agency’s to-do list, such as instituting a funding cap and excluding wireless resellers from participating in the program. The FCC is still considering those issues separately, according to a senior FCC official.The biggest fix to the Lifeline program in this proposal is making sure that subsidies go to people who are alive. A three-year audit of the program by the GAO in 2017 found that more than $1 million per year had gone to fake or deceased individuals. And more than a third of customers receiving the subsidy could not be confirmed as eligible for the program. The FCC said this is the kind of abuse it’s trying to address in this latest proposal. Specifically, the agency will put in additional requirements to ensure that carriers enrolling subscribers can verify the person is still living. It will also prohibit carriers from incentivizing employees or agencies tasked with signing up new customers by paying commissions for the number of customers they enroll. The $1.5 billion subsidy program known as Lifeline is designed to help low-income families pay for phone service by giving out a $9.25-per-month subsidy. Created in 1985, Lifeline was initially designed to provide discounts on traditional phone service for qualifying low-income families. It was revised in 2005 to add prepaid wireless mobile plans to the mix. It was expanded yet again in 2016 to help pay for broadband service. However, Lifeline has proven controversial as fraud and abuse of the program have been rampant throughout the years. The FCC under two previous chairmen has adopted measures to fix the problems. Democrat Julius Genachowski, appointed by President Obama during his first term in office, put into place a system that would root out duplicate applications and ensure that only one person in a household got Lifeline benefits. In 2016, Tom Wheeler, Obama’s second term pick for FCC chairman, created a National Lifeline Eligibility Verifier, which has yet to be fully deployed. The program went live in March 2018 in six states: Colorado, Mississippi, Montana, New Mexico, Utah and Wyoming. In June, it expanded the verifier to 11 more states: Arizona, Connecticut, Georgia, Iowa, Kansas, Nebraska, Nevada, New York, Vermont, Virginia and West Virginia. The FCC said on a call with reporters on Monday that the identity verifier will be rolled out to the rest of the country by the end of this year. Pai’s FCC opened an inquiry in 2017 asking whether it should cap the program and exclude wireless resellers from offering Lifeline service. Critics say that these changes would gut the program and leave millions of poor Americans without phone service. Roughly 70% of Lifeline participants subscribe to service from a reseller. This latest proposal does not address the question of whether to cap the program’s funding or to eliminate resellers, FCC officials said. Pai’s latest Lifeline proposal has not been made public yet, and it’s not clear when the FCC will vote on it. Reportedly, Prince Harry was criticised for being unable to cope with the bad press he sometimes receives and was accused of having the “thinnest skin” in the Royal Family – unlike Meghan Markle who does not even read what the media writes about her.The harsh criticism of the Duke of Sussex came from talkRADIO host Dan Wootton who argued Prince Harry is “bristling about even the smallest criticism of him”. Which may not be the smartest move on his part. A Royal is expected to be cool, calm and collected, diplomatic even while dealing with criticism. A temper won’t help him. fireA fire that broke out at ‘City Heart Shopping Complex’ in the capital’s Nayapaltan area, has been doused after nearly one and half hours of frantic efforts on Tuesday morning, reports news agency UNB.Fire service control room sources said that the fire broke out around 7:40am from the second floor of the market.On information, five firefighting units rushed to the spot and brought the blaze under control around 9:00am.However, smoke was seen billowing out from the fire but there is no casualty, said duty officer of the control room.The causes behind the fire could not be known yet.
